1. Executive summary

Over the last few years, crowdfunding has become a significant means through which start-ups and SMEs can finance their projects. Unlike banking intermediation, the crowdfunding service provider does not take any risk of its own; rather, the risk remains entirely with the investor. Regulation(EU) 2020/1503 on European Crowdfunding Service Providers (ECSPR) was issued with the aim of ensuring uniform conditions for crowdfunding service providers across the Union (thus fostering the cross-border provisions of these services) and of providing a robust framework for investor protection.
