Final Report Revised Guidelines on major incident reporting under PSD2

1.Executive Summary

In July 2017, the European Banking Authority (EBA) adopted the Guidelines on major incident reporting under Directive (EU) 2015/2366 (PSD2). These Guidelines apply in relation to the classification and reporting of major operational or security incidents in accordance with Article 96 of PSD2 and are addressed to paymentservice providers(PSPs) and the competent authorities(CAs) under PSD2. Article 96(4) of PSD2 requires the EBA, in close cooperation with the European Central Bank (ECB), to review the Guidelines on a regular basis and in any event at least every two years. To that end, the EBA assessed more than 6000 incident reports it received in 2018 and 2019 and the reporting practices established by PSPs and CAs during that time and decided to review the Guidelines.
