1. Executive Summary
Under Articles 124 (4) and 164 (8) of Regulation (EU) No 575/2013 (CRR), the EBA is mandated to develop, in close cooperation with the ESRB, draft regulatory technical standards (RTS) to specify:
the rigorous criteria for the assessment of the mortgage lending value (MLV) referred to in paragraph 1 of Article 124 CRR;
the types of factors to be considered for the assessment of the appropriateness of the risk weights referred to in the first subparagraph of paragraph 2 of Article 124 CRR; and
