Draft Regulatory Technical Standards on own funds and eligible liabilities amending Delegated Regulation (EU) No 241/2014 supplementing Regulation (EU) No 575/2013 of the European Parliament and of the Council with regard to regulatory technical standards for Own Funds requirements for institutions

Executive Summary

In the course of the adoption of the ‘Risk Reduction Measures Package’ by European legislators in May 2019, CRR2 updated the own funds framework with certain targeted adjustments and to a larger extent with focus on the regime of supervisory prior permission for the reduction of own funds. In parallel, BRRD2 introduced, as part of the existing minimum requirement for own funds and eligible liabilities (MREL), a new core G-SII requirement for own funds and eligible liabilities (internationally known as TLAC).
